As the summer holiday makers start heading home, Paphos turns from a bustling Mediterranean destination back into a sleepy small town or as some say, a village. I have concluded my second consecutive summer here and anticipating the beauty of the coming autumn and winter seasons, I would like to share a few points about Cyprus for interested vacationers, people relocating and intending to buy property and live here, or anyone just interested in reading.

The thing that weighed heavy on my mind about moving to another country was learning a foreign language. Once my wife, son and I decided to move to Cyprus for the next few years and live close to our family I immediately purchased books for learning Greek. I feared the possibility of failure, but I approached it with determination and enthusiasm anyway. Unfortunately, the results were not good, any words learned were quickly forgotten. I hoped that maybe in Cyprus it would be easier. I was right, once we arrived I was able to pick up words much more easily and within weeks I had memorized forty words. At that pace by the end of the year I would be fluent which brings me to my first surprise.

My biggest surprise is that I now know less than I did before. The reasons are that most people speak English and many English speaking residents are not attempting to learn. I asked a few people about how good their Greek was, to see how long it usually takes to learn and to get some kind of average. I was very surprised to hear them tell me that they don’t speak and were not going to try. People who on first impression I would of picked as someone who would learn, and quickly had no interest. I have learned a lot since I have been here and I will learn Greek, I promise.

The second thing that concerned me was the anticipated culture differences or “shock” having come from the US. We were used to many things that are not available, (good and bad) but that’s another story. I feel no shock; of course we miss things such as the great television programming we were used to in America and the vast amount of choices. In Cyprus however, we have lots of real, quality, family time.

What is also surprising is the decline of the tourists in the non summer months. Yes, I know kids go back to school and parents get back to work however, to me everyone is coming here at the wrong time of year. The weather in Cyprus is absolutely wonderful all year round and the millions of tourists that visit this island only come when it’s absolutely blistering hot. The only thing to do at that time is to bear it and try and stay cool, and of course tan or burn which ever you prefer.

Living most of my life in Chicago and dealing with those types of harsh winters, I feel like I live in paradise during December and January. I sell homes and as I talk to home owners listing property with me to sell, I ask what kind of heating they own so we can write it in the description. I feel silly asking but not everyone is as immune to the cold as I am and the winters are seem mild to me anyway. One message that’s repeated on many websites promoting Cyprus is “340 days of Sunshine.” Well they are not lying and they need to push this message a little harder.

Another surprise is the actual population, or the lack of it. I must confess that I did a lot of research about the country, I looked at statistics regarding just about every aspect of the country and the region including history and especially business related issues, trying to figure out where my experience would be best fitted. I did not consider the small local population because the one time I visited Cyprus it was during the summer months and all the hotels, apartments and villas were full of people. I did not realize that they would only remain full for such a short time.

The cost of living was yet another shock. I thought coming from the U.S. to a small country meant a lower cost of living, especially since things I associated with higher standards such as fancy malls, theme parks, zoo’s, museums and theatres are not available in Cyprus. I accepted a high cost of living when I moved to Washington D.C. from Peoria, IL because there were reasons for the high price and I took advantage of them. In Cyprus, I couldn’t justify the even higher cost, until now.

What is it that makes Cyprus worth the price? The answer is of course my own personal beliefs obtained from observations and conclusions I feel strongly towards. First is the lack of crime, there is a feeling of safety that I have here that I never had anywhere. I forget to lock my house doors even when I leave to go far, I leave my car windows rolled down, and I don’t worry about my kids being abducted and other things you see in the news.

Second is the lack of pollution, not only are we in a country with the main source of revenue from tourism and agriculture, add the fact that we are in the middle of the Mediterranean sea, north of the least industrious continent Africa. I am not a scientist but I don’t see any obvious source of pollution and I feel the difference. The final point is the lack of time my family and I spend in traffic. There is no traffic, yes there are times when a driver might do something to delay a few drivers behind him or I see the occasional accident that has brought everyone to watch and wait for the policeman to arrive to record and measure all details for his report, but that only happened once and it lasted for five minutes. The time gained is spent doing meaningful things with family and friends in a stress free, unpolluted, beautiful part of the world.

House prices up for the month, down for the year

S&P/Case-Shiller composite index of house prices in 20 metropolitan areas rose 1.6 percent in July from June — more than triple the estimate of a 0.5 percent rise found in a recent Reuters poll.  The monthly price increases helped the annual rates, with the yearly pace of declines in home prices slowing to a 12.8% drop in the 10-city index and 13.3% downturn in the 20-city index.  “These figures continue to support an indication of stabilization in national real estate values, but we do need to be cautious in coming months to assess whether the housing market will weather the expiration of the Federal First-Time Buyer’s Tax Credit in November, anticipated higher unemployment rates and a possible increase in foreclosures,” said David Blitzer, chairman of the index committee at S&P.  Despite the overall improvement, annual rates for all metro areas and the two composites remain in negative territory, with 14 of the 20 metro areas and both composites in double digits, S&P said.

Mortgage rates to rise?

The Fed has been buying mortgage-backed securities since late 2008. But next month it plans to finish its purchase of $1.25 trillion in mortgages, and that could be bad news. There is wide agreement that the removal of this support will mean higher mortgage rates, which could hit housing prices and sales hard. Some even worry that it could cause the broader economic recovery to stall.  The program was the largest single injection of cash into the economy by the Fed during the financial crisis, and it will be the longest-lasting source of funds as well. Even though the Fed intends to stop buying mortgages, few people expect that the central bank will start selling them to private investors any time in the next few years.  even if the Fed holds onto the mortgages it has already purchased, the act of no longer buying additional mortgages is likely to raise mortgage rates in the coming weeks.

Experts say a jump of at least a quarter to a half percentage point is likely.  San Francisco Federal Reserve President Janet Yellen warned of higher rates in a speech Monday.  Fed Chairman Ben Bernanke is likely to take questions about the Fed’s mortgage program when he testifies about economic conditions on Capitol Hill Wednesday and Thursday.  The worries about the Fed pulling back support for housing are compounded by the end of up to $8,000 in tax credits for home buyers. To qualify, buyers face an April 30 deadline to sign a sales contract.  Dean Baker, co-director of the Center for Economic and Policy Research, argues that the Fed’s program and tax credit for home buyers “ended the free fall in home prices.”  But he thinks that the removal of this support could mean that home prices could start to drop by as much as 1% a month again. He also thinks mortgage rates could climb by as much as a percentage point in the coming months.

The Federal Reserve said yesterday it is raising the rate it charges banks that borrow from the central bank when they run short of funds by a quarter percentage point, or 25 basis points, to 0.75%. The central bank said in a statement it made the move in response to improving financial market conditions.  Don’t everyone panic here, because the move is largely symbolic – banks do little borrowing at the discount window and the discount rate has no effect on the more widely watched federal funds rate, which measures the rate banks charge each other for overnight loans. That rate is expected to remain between 0% and 0.25% for the foreseeable future, given the slack in the labor market and the still fragile state of the economy.  But raising the discount rate allows Federal Reserve chairman Ben Bernanke to take another small step toward normal monetary policy, after the past two last years of  financial firefight.  The Fed also shortened the term of some discount window loans and raised the minimum bid in the term auction facilities it uses to supply overnight funds to banks. The central bank said Thursday’s increase should “encourage depository institutions to rely on private funding markets for short-term credit and to use the Federal Reserve’s primary credit facility only as a backup source of funds” and added that it will “assess over time whether further increases in the spread are appropriate.”  It added: “The modifications are not expected to lead to tighter financial conditions for households and businesses and do not signal any change in the outlook for the economy or for monetary policy.”

Tax credit lures nearly half of all first-time buyers

According to a survey conducted by Harris Interactive on behalf of Zillow.com, 18% of prospective first-time homebuyers said extending the credit from Dec. 1, 2009 to Nov. 30, 2010 would be the “primary influence” in their decision to purchase a home.  An additional 25% said it would be a “significant influence,” 27% said it would have “some influence,” and 31% said it would have “no influence.”  Zillow projects 1.86m homebuyers stand to take advantage of the program if it is extended, and if all potential buyers took the full tax credit, extending the program could cost $14.86bn.  Zillow.com chief economist Stan Humphries said of all homebuyers expected under the 12-month extension through 2010, only one in five homebuyers will enter the market specifically because of the extended tax credit.  In other words, 334,000 mortgages will open because of the tax credit extension.  “While 334,000 may seem like a small number relative to the total number of homebuyers who would claim the credit, their addition to the market next year could make the difference between a robust annual increase in home sales next year and a flat or negative change in home sales relative to this year,” Humphries said.

Punta De Chame

If you are looking for picturesque tropical beach front property set in a small remote fishing village that offers pristine white sand beaches and lots of privacy maybe you should be considering Punta de Chame, Panama. Think of every postcard picture you’ve seen of beach front paradise and this is Punta Chame.

After leaving Panama City on the Pan-American Highway, Punta Chame is located at Km 78. A small sign on the left of the Pan-American Highway in the town of Chame points the way to Punta Chame. Punta Chame is located about an hours drive from the highway. After you pass the town of Lebanon throughout the rest of the drive you will see the shrimp farms and mangroves of Chame Bay located along the road to Punta Chame. When arriving at the city limits there is a sign that says “END” and “CHAME”, it’s not hard to know you’ve arrived.

The town of Punta Chame mainly consists of fisherman, and has approximately 400 residents (375 according to the census of the 2000). Punta Chame is a small town with a school, police station, hardware store, a basic food supply store, a hotel, orchid nursery, and a landing strip. Years ago it was more like an island as it was only possible get there by boat. Now everything is much easier with the road, although currently the road is in desperate need of repair. Some small vehicles may become lost in the potholes that pepper the way to Punta Chame. In fact it is a reasonable guess that the travel time to Punta Chame could be reduced by as much as 15 to 20 minutes if road repairs were completed. But for some this adds to the charm and remoteness of the area.

The Punta Chame is a peninsula that is comprised of about 22 miles of white sand beaches, and the beaches here are pristine and relatively deserted, especially during the week. However, this area is fast becoming a real estate hotspot for beachfront weekend and retirement homes.

There are beaches to both sides of the peninsula: one side towards inland makes the Chame Bay and the other side faces the open sea (or the Gulf of Panama). The north beach, the one that faces inwards to the Chame Bay, has a unique view to the hills of Chame and Campana. A little beyond that you can see Isla Taborcillo in this area the sea is calm and it is where a lot of people choose to swim and spend time on the beach. The south beach is less visited due to the sea being rougher. The sand on the south beach is very white. This is where Kite boarding and Wind surfing events and practices take place in the dry season. There is a Kite boarding school that takes up residency in the Punta Chame hotel during the dry season and as annual completion is held there.

Due to the north beaches direction it is the only beach of the Pacific (mainland) where it is possible to bask in the sun in afternoon. From the north beach location boats are taken to Isla Taborcillo, an island once owned by John Wayne.

John Wayne liked Panama and bought the island of Taborcillo as a retreat. The island has a little town with a sheriff station that doubles as a post office and the theme on the island is the American Cowboy. Taborcillo, also goes by the name of John Wayne Island.

Punta Chame’s beaches are supplied with sand from the great sleeping volcano of El Valle De Antón, by its rivers comes the sands that become beaches on this side of the Pacific. The main rivers that supply these beaches are: Chame, Lajas, Teta, Corona, Agallal, Las Guias, Platanal, Majagua, and Hato.

In the City of Panama you see many enormous buildings under construction, in fact a record numbers of new towers are going up in the next two years. In order to make these buildings sand is needed; lots of sand. The interior and exterior walls of these high rises are constructed of concrete. Before sand was taken directly from tourist beaches, then in the mid 90’s the government prohibited the removal of sand from these beaches. Now there is equipment that takes the sand from the sea bottoms in the front of Punta Chame. The sea has a way of replacing the sand that is being removed from it and it appears to be replacing the sand by taking it from Punta Chame’s beaches, one high rise at a time. It seems as if daily the beaches of Punta Chame become narrower.

The last thing to mention about Punta Chame is the sand flies, or midges. During the dry summer months the wind blows briskly enough to keep the sand flies from landing and biting.
